Halifax Water has applied to the Nova Scotia Regulatory and Appeals Board to increase its charges for new developments, which will include a 650 per cent increase to water hook up fees and 265 per cent increase for wastewater. Halifax's mayor and those in the construction industry worry this could kill growth in the municipality. Angela Capobianco reports.
